PRINTED THIS TOPPER ON TO WHITE HEAVY CARD STOCK I DID TWICE SO I COULD DECOUPAGE IT. I USED SCRAPBOOK PAPER AND GLUED IT TO A BLANK WHITE CARD. THEN I GLUED THE TOPPER ON TOP OF THAT.
I MATTED IT WITH METALLIC PAPER AND USED CLIP ART FOR THE FISH ON THE BOTTOM. I USED ALL GRADES AND BRANDS OF GLITTER
