I cut out all elements and layered with foam tape. I used a bight blue mat and then a blue card. I used a blue paper ribbon. I added silver peel offs around edge. I also added silver peel off swirls on the corners of the image

I printed out the image onto good quality paper and used the elements to decoupage 2 different cards, both with lovely stripey paper, final touches were the navy blue pearly gems
