A lovely design
I printed the image on Matt photo paper and cut out the elements
I added the topper to the card base with double sided tape and mounted the layers with foam pads and finished with my choice of sentiment

Resized to a 7x5 card and printed on matte card. I used foam squares to add the decoupage then glitter paint for some highlights, Glossy Accents on the glasses and tiny gems on the glasses and earrings.
