I printed the insert onto 120gsm paper and the rest onto 200gsm photo paper and cut out all the pieces.

I attached the main topper and insert onto a white base card and added the layers and sentiment using foam pads.

I chose only to use the layers on my card but you do have the option of decoupage too. A very easy card to make and suitable for many occasions.
