I placed the base layer of this design onto good quality card stock and then decoupaged the remaining elements on top, then added fine clear glitter to the 'gems' and also around the spectacles.
To complete the card I placed the matching insert inside.

I printed this sheet onto 160gsm card and cut out all the pieces. I attached the main image onto a white base card and added the decoupage using foam pads. Again Rita- I am loving your advice.
