I used a white card base and added a layer of silver glitter card. I printed the chosen image 2x onto silk copy paper, inked the edges of one then attached to card with DST.

I cut the balloons and pumpkin out of the second image and layered them onto card with silicone dots to give the 3D look.

I die cut a larger balloon and added it to the card. I added a sentiment, name and some bubble dots to the couldren.
