I cut the bottom layer for this card on silver card. The middle layer was cut on turquoise pearl card, and the top layer on white card. All were cut using a Silhouette Cameo. To colour the balloons and ribbons on the top layer, I used Spectrum Noir pens. For the card base I used an 8 inch square scalloped card, and attached the bottom and middle layer using double sided tape. The top layer was attached using detail glue.
