I cut this out on my Cricut machine. I used heavy cardstock for the card but light card for the decoupage. I used glue to stick the decoupage down.

I used plain white card for the shutter base and striped patterned card for the offset panels. The toppers are cut from black, blue and red coloured card and attached to the base card using wet pva glue.
