I printed onto smooth white card. Cut all the pieces out. Score and fold along the dotted lines.

Fold along the top dotted line, folding the longer piece in half along that line so the scalloped edge is at the bottom with the back of the strip facing you, this becomes what you pull down.

Place the penguin squares along, in any order, on the remaining scored lines. Glue the small strip at the edges onto the backing card or with 1/8th brads as I have done and place the waterfall back through the strip so the top covers it.
