I printed the sheet onto glossy photo paper and cut out the seal, framed, picture and the backing plaid. I took a 7" x 5" white card and placed it tent fold and then stuck the backing to the bottom half before trimming this to fit.

I stuck on the seal picture using 2mm deep double sided foam squares.
