I printed the item on light photo-paper and then stuck it onto 180gsm cardstock. I cut it out and used foam pads to stick the topper to the card. I used foam pads to do the 2nd layer and the decoupage.
I glued 3 pearls to the top of the cupcakes and stuck a white ribbon on the sentiment using a glue pen.
