I think this is lovely. I printed the design onto light photo paper. I then stuck it onto 180gsm cardstock and cut it out. I used foam pads to stick the topper to a backing sheet and used foam pads to stick the backing sheet to the card.

I used foam pads to do the decoupage. Finally I added pearls to each of the points.
