I printed this sheet plus 621344_68 & 621343_68 onto matte card. I cut out the required letters from both red & blue bunting & attached them to a narrow blue ribbon before adding them to a silver foiled card blank using strong DST.

I attached the topper using strong tape then added the decoupage flowers using foam pads.
