I printed out three 4 x 6 inch copies: 2 on photo paper and one on cardstock. I created the decoupage out of the photo copies and mounted them on the cardstock base which I glued to yellow cardstock.

I added extra balloons with foam pads and glued the sentiment.

I used a lace edging on the two opposite corners of the card that didn't have the extra balloons.
