I have designed this topper as a 8inch scalloped topper that has just 1 layer to add, using silicone glue or 3D foam add the extra layer to the base image and then add your own bow and embellishments to make it your own.

I printed this image onto decoupage paper,mounted the main image to some silver glitter card using silicone glue to make sure it will stick,i then mounted this to an 8x8 scalloped edge card and mounted the panel.
