I printed the sheet on quality cardstock and cut out the pieces. I used foam pads to build the decoupage items. I used an exacto knife to cut small slits under the bow and at the end of each ribbon. I then thread some matching ribbon through the slits.

A small green rhinestone, in the center of the bow, completes this simply elegant card.
