Copied to glossy photo paper and cut out. Matted pale blue chevron backing paper to cream card stock and layed the base to that using wet glue. Added the decoupage , some Glossy Accent bubbles, blue raffia with bow down the spine and a light spreading of blue glitter glue to the remaining borders.
