I used a 15cm square card, which comes up slighty bigger than the base design, and covered it with a blue textured paper.

I mounted the base onto this and then added the layers with foam squares.

Finally, I used Stickles glitter glue (frosted lace) to paint the swirls within the main heart and gold to paint the corner decoration.
