I printed the design onto quality photo paper, cut it out and assembled it. I fixed some cling wrap across the bottom of the image to look like water.

Using a white base card, I then layered the image onto bright blue cardstock that I had decorated using a border punch to simulate bubbles.

Then I added a couple of narrow strips of the same, layered the sentiment onto blue and white card and finally added clear 'waterdrops' around it.

A very easy retro image to use.
