I printed this sheet onto heavy gloss photo paper and cut out all the parts.I folded where indicated and added the decoupage layer with foam pads.

I added glitter to the cupcake hearts and flowers. I punched holes in the top and threaded tassles through.

I added double sided tape inside at the top so that the thread from the tassles wouldn't show. I finally added velcro dots to the bottom inside of the tags so that they can be opened and closed easily.

These are gorgeous designs and I shall love to add them to a loved ones present.
