Navy blue card was used for the base.I matted the decoupage base layer and the Merry Christmas tag onto silver holographic card with foam tape.I stuck the base layer to the card with foam tape,and added the tag to the corner.After layering the decoupage with foam pads, I added white glitter to the snow areas.
