I covered an A6 card blank with the backing panel and affixed the two scalloped borders, adding silver peeloff borders to the straight edges.

I folded the fan, securing it with a brad and added it to the card front using silicone glue.

The flowers were decoupaged, and the sentiment and bow were secured to the base of the fan, again using silicone glue.
