I printed the design on to glossy photo paper, placed a backing panel on to my card then adhered the main image with foam tape.

Cut out the decoupage pieces and used foam pads to give them some height.

You have a choice whether to use it for a 21st as the two numbered balloons are separate. On this card I chose to use them once I decided where to put them. Finished card with a printed verse inside. Thanks to Bees Bits and Bobs for this lovely design. X
