Printed on good quality card paper, cut out and layered the elements with foam pads, I trimmed in gold peel off to finish around the edges and added the caption and gave Lulu some bling on her skirt

Printed out on matte photo paper then I used d s tape to attach the base image to black cardstock and then again to attach to my card.
I built up the decoupage with silicone glue.
To finish I used Sakura glitter gel for the polka dots and some Glossy Accents on the balloons
