After printing the sheet and cutting out all the decourpage elements, I mounted them onto the base topper with foam tape.

I adhered the base topper onto an 8 x8 Crafty Bob's White Card base and used light blue Liquid Pearls to do the dots around the edge.

I also added a white Liquid Pearl dot to the ballerina's necklace and 5 to the left-hand corner of the silver frame.

I used the "Happy Birthday"sentiment tag to finish it off.
