After printing out the sheet and cutting out the elements - I mounted the decourpage with foam tape. I then did the unthinkable and mounted the base topper onto a black cardstock to create the card base - it ended up acting as a frame and looks stunning.

Then just some matching liquid pearl dots around the oval frame and it was finished.
