I printed the image on matte photo paper and cut out the elements and mounted with foam pads
I added the topper to the card base with double sided tape

White base cardstock used, selected dark blue cardstock as background. Glued topper into place, layering with double sided mounting tape. Added dark blue adhesive gems.
Gift tag included. Card includes matching envelope.
