I printed this on glossy photo paper, cut out the images, and mounted the decoupage layers with foam tape.
To make the card for this topper, I cut one piece of white card stock the size of the cat photo and another that was the same height but 1/4 inch longer than the cat photo.
I scored along the extra length to make a fold down tab and glued the card stock pieces together. The top is then glued to the card blank.
