I printed the tags and stepper sheets onto photo paper and the base sheet onto card. I mounted the tag sheet onto card and cut all the pieces out.

I scored and folded the base and stuck the spinner element to the front, and the label on the back, with 2mm foam tape and the decoupage with 1mm foam pads.
