I used a pastel blue backing sheet for this and after carefully cutting out all elements, I layered them using foam pads.

With a fine glue pen, I outlined the swans necks and feathers and drew along the water marks before sprinkling silver glitter dust to enhance the picture.

Finishing off with silver peel off sentiments.
