Funky Fish Cupcake Wrappers with ToppersCompleted by Carol Wilshire

I cut out the cupcake wrapper and placed it around my cupcake. Then I cut out both of the toppers, put them together with a toothpick in between and put this on top of my cupcake.

These are so fun and easy to make.
