There is text embedded at the bottom of the design that reads: It's Time to. The top-most balloon on the bottom right has options: PARTY, SHINE, SPARKLE, Celebrate.
The top most balloon on the bottom left has text options: Today, Happy Birthday. Blank decoupage options are also included to provide freedom to add text / decorate to suit the recipient.
This toppers in this kit are designed for use with an 8x8 card blank.
There are 6 special ages included: 18, 21, 30, 40, 50, 60. Also included is an insert and background.
The design features large numbers topped with balloons and a bottle of champagne featuring sparkles. In neutral tones the kit can be used for a variety of recipients.

Asked for this card as I use a lot of number ones, I printed all sheets onto 190gsm matt photo paper, matted and layered main image, cut out all decoupage and put together with double sided foam tape, finished off with pearls and stars.
A really nice easy card to make as are all Kiju's cards.
