I had to think a bit about how I was going to use this sheet, I hope you like the result.

I made a matching base card with the sentiment and added the sea gull to the sheet then printed both on matte card, I used foam squares to add the decoupage, I highlighted the wave with opal glitter and used turquoise glitter on the sentiment and tag.
