I adhered the main graphic to a scalloped edge base card that I cut on my Cricut. I proceeded to cut out the decoupage pieces and layered them with foam pads.
I added tiny gems here and there to give it some bling as well as glitter glue on the lady's dress and the street lamps.
I printed out the sheet, then cut it out and added the base onto the card with DST, the other elements I added with foam pads.
To finish off this stunning card I added gems, glitter and a bow
I printed on to matte photo paper. Mounted the topper on to a card and layered all elements. Added a bow and some glitter. A gorgeous design for birthdays and anniversaries.
