I resized the image to print on to half A4 and printed two copies. Mounted the topper on to silver mirror card, then placed on to a black mirror card.
From the second copy, I cut out the just the Police Officer panel, added black brads to the corners, then layered on to the topper.
Added a strip of silver mirror card across the blue panel, then added a greeting on to this. A great fun design.
